Pondapple Maintenance Association
Unofficial Monthly Board Meeting Notes
May, 2004
-
J&J Contract was re-approved, provided certain modifications were made, for next year. For those of you who are not aware, the contract specifies 3 mowings per month during May - September, and 2 mowings per month for October - April. (Total: 29/year.)
-
There was some discussion about, and approval of, the trenching needed to install the extra street light post at the end of Sweet Maple. Apparently "Pices" is doing some of the work, and we have a partial credit for the (un-damaged one) returned fountain.
-
Regarding tree replacement, the board has agreed with previous boards and the Beautification Committee that removed shade trees in the front of lots may not be replaced with non-shade, e.g. palm, trees. There was some discussion about the "basic 5" choices for such a replacement, and agreement to find out exactly what they are/were, so as to be able to tell any homeowner to pick their favorite. At the moment, only Live Oak & Poinciana could be named from memory, and Black Olive (a.k.a. "Shady Lady") was known to be too messy to suggest in good faith. Also, a standard for minimum size which was previously determined, is to be promulgated once it is discovered again.
-
People shouldn't park in the turn-arounds at either end of the center islands in the roads, especially those "through" the islands on Pondapple. Regular passenger vehicles have no trouble turning anywhere, but emergency vehicles need the extra radius. So don't park there! Will we have to resort to towing? Tabled with no action except to publish a warning.
-
One dozen (12) pet signs regarding leash laws are to be placed at entrances to walkways. A local sign-smith will be contacted for a price quote and installation method.
-
A motion was made and passed to name the Beautification Committee as the default ARB, so that the Board can refer individual cases and basic paperwork to them, and not have individual Board members being lobbied for approval of individual requests. Discussion revealed that By-Laws indicate a 30-day response to homeowners is acceptable, but of course sooner is both more likely and more desirable. "Painters coming tomorrow afternoon" has no traction with Board members. At the moment, Suzette L., Elke Q., and Phyllis K. are the ARB members, but if volume picks up they may suggest others for Board approval.
-
Regarding scooters on our streets and walkways, they are banned and there is nothing the Board needs to do about it. If a homeowner has a complaint about being "run under" or a dangerous situation, simply call the police. Specifically, Florida Statutes address the following issues: F.S. 316.003(21) and 316.003(82) generally establish that a motorized scooter is not a "motor" vehicle, but is a "vehicle" for purposes of the law, F.S. 316.2065(12) generally address the on-street prohibition, F.S. 316.003(2) says that motorized bicycles may not be operated by persons aged under 16, F.S. 316.1995 addresses "no operation on sidewalk", and F.S. 316.2065(9) allows for parents to be cited for their children's infractions.
